2011 Men’s Open Softball Regulations

All rules subject to change

PARTICIPATION

All players must reside within the Incorporated Village of Port Jefferson or School District #6 or work for the Incorporated Village of Port Jefferson. Addresses of parents, relatives or friends will NOT be accepted. Team Representatives are responsible for verifying this information. Violations will mean automatic forfeiture of games and expulsion from the league. As per Village Policy:

  1. New players (or players who have a new address) must provide two current proofs of PJ ID from the following
    1. Port Jefferson License
    2. Utility Bill
    3. Telephone
    4. Library Card
  2. Yellow Registration Cards must be submitted to the Recreation Department before a player may participate. Any player found to be ineligible will cause a forfeit for any games played.
  3. Challenges concerning a player’s eligibility must be made in writing to the Recreation Department and will be decided by the Parks Commission.
  4. Players participate at their own risk.
  5. All players must be 18 years old by July 1, OR a high school graduate (if 17).
  6. Players may not switch teams once they have played in a game.
  7. Rosters are NOT frozen. Eligible players may be added at any time.
  8. A player must play in at least NINE regular season games to be eligible for the playoffs.
  9. If a team forfeits on two separate dates it will be considered out of the league pending a meeting.

SPORTSMANSHIP is the responsibility of all players and Team Representatives. Any unsportsmanlike conduct directed towards other Players, Field Representatives, Umpires or Village Officials is totally unacceptable.

  1. Umpires will give NO warning and may eject any Player, Manager, Coach or Spectator from the Field Area. Failure to leave the Field Area promptly may cause forfeiture of the game.
  2. Any individual ejected must sit out the remainder of the game plus the next two consecutive games played (including playoffs).
  3. Any individual ejected twice must sit out the remainder of the season (including playoffs)
  4. No alcohol is allowed on or around the field area at any time by team members or spectators.

GAME NIGHT

  1. Team representatives will be called if games are to be postponed in cases of inclement weather. Players must report to the field if no call regarding postponement has been made.
  2. No team may practice on the field before a game unless it is their game night.
  3. The field must be shared equally by both teams for pre-game batting practice.
  4. A game must start when nine players are present at game time. A maximum of ten may play in the field.
  5. Proper attire is required, including shirts, sneakers, or cleats (no metal spikes allowed).
  6. Team lineups must be presented to the scorer before any game may begin, even In the event of forfeit. If a lineup is not submitted, no players will receive game credit toward playoff eligibility.
  7. It is recommended that a pre-game meeting between the team reps and Umpires take place to go over rules, etc.
  8. The Head Umpire decides if the field is playable with advisement from the Field Rep. A 15 minute rain delay may be observed during the course of the game in case of rain or lightning.

THE GAME – USSSA Rules apply unless otherwise noted (including those pertaining to bats: NO COMPOSITES)

  1. No new inning will begin after 9:00pm for the first game OR after 10:45pm for the second game.
  2. A 15 Run Rule is in effect after 4 1⁄2 completed innings with the losing team needing to be under 15 to continue.
  3. A double-bag will be used at first base. The inside bag is for the fielder and the outside bag is for the batter.
  4. All players present bat in continuous rotation. Latecomers will be added to the lineup in the order they arrive.
  5. A home plate extension MAT will be used for balls & strikes. Any pitch hitting the MAT OR the plate is a strike. NO sliding into home plate is permitted. Once a runner passes the commitment line between3rd & home she cannot return to 3rd base. The runner must touch the ground on or past the home plate line before home plate is touched by the defender with full possession of the ball (force play) to be safe.
  6. All players must play in the field for a minimum of two Innings (latecomers included) should the game last seven innings. Supervision is the responsibility of the team reps.
  7. COURTESY RUNNERS can be utilized only once per inning by each team. The runner shall be the player who was the last recorded out. If a player is injured and must be taken out of the game, an out shall be recorded when his subsequent time(s) at bat comes up if the number of players has fallen below ten. Prior to the game, it is recommended that the Field Rep & the Team Reps be apprised (noted on the lineup card) of any players known to need a courtesy runner.
  8. BLEEDING – A player is permitted five minutes for First Aid. Bleeding must be stopped, cleaned and covered before player may resume playing.
  9. GROUNDRULES – Any fair hit that rests on top of the light box cage will be a ground rule triple. Any fair ball that bounces through, under, or over the outfield fence will be a ground rule triple. The Left Field and Right Field Dead Ball lines extend from the end of the fence in foul territory.
  10. It is highly recommended that catchers wear a facemask.
